The Municipal Director Plan is an indispensable legal instrument in the management of municipal territory. It defines the municipality’s strategic territorial development framework. It is the reference for the preparation of the remaining municipal plans (Urbanization Plan and Detailed Plan).

It is articulated with national, regional or intermunicipal territorial management instruments, integrating the planning conditions that bind the municipality. Here, ecological or agricultural reserve areas, protected areas or coastal area planning are listed.

Therefore, the following documents are part of the PDM:

  • Regulation: Composition of PDM's normative element, which establishes the rules and parameters applicable to the occupation, use and transformation of land, binding public entities and also, directly and immediately, private individuals.

  • Planning Plan: Representation of the spatial organization model of the municipal territory.

  • Conditions Plan: Identification of administrative easements and public utility restrictions in force that may constitute limitations or impediments to any specific form of land use.

The following documents also accompany the Municipal Director Plan:

  • Report: Clarification of the local development strategy and model, namely the strategic objectives and territorial-based options adopted for the spatial organization model.

  • Environmental Report: Identification, description and assessment of possible significant effects on the environment, resulting from the implementation of the plan and reasonable alternatives, taking into account the respective objectives and territorial scope of application.

  • Execution Program: Contains the provisions on the execution of priority State and municipal interventions, planned in the short and medium term, and the framework for State interventions and municipal interventions planned in the long term.

  • Financing Plan and Basis for Economic and Financial Sustainability.

The Municipal Director Plan is also complemented by the following elements:

  • Regional Framework Plan.

  • Plan of the existing situation with Land Occupation.

  • Plan and Report indicating existing Urban Commitments.

  • Noise Map.

  • Participation received during public discussion and respective weighting report.

  • Statistical Data Sheet.
